In the year 2020, criminal mastermind Big Boss and his gang of thugs is holding Empire City in the palm of his hands. As a last resort, the mayor sends in Special Agent Baldwin P. "Bulletproof" Vess in the hopes of taking him down. Unfortunately, Bulletproof suffers serious injuries at the hands of Big Boss' gang and, to save his life, he's fitted with a cybernetic torso.

Knowing that Big Boss is more than he can handle on his own, Bulletproof rounds up the finest law enforcement officers in the country to form the Central Organization of Police Specialists--aka C.O.P.S. Working together, Bulletproof's team is able to keep Big Boss' gang in check.

It's crime fighting time.
