Betty Boop's Rise to Fame
Max Fleischer is interviewed by a reporter (played by brother, Dave) about animated films. Max draws Betty Boop, who 'comes to life; manipulates objects on the desk and interacts with the live actors. Max sets up a series of backgrounds from older Betty cartoons and Betty goes through her routines for the benefit of the reporter.

Notoriously, Betty briefly exposes her breast in this pre-code short, during the hula-sequence, but be ready with the freeze-frame, because it only lasts 1 frame.
Much of the non-interactive animation recycles footage from earlier BB shorts.
